Rajya Sabha passes Delhi Services bill, 131 MP votes in favour

On Monday, Rajya Sabha passed the Delhi Services Bill formally called the Government of National Capital Territory of Delhi (Amendment) Bill 2023. The Bill was approved with 131 votes in support and 102 votes against it.

In addition to NDA constituents, the Bill received support from BJD and YSRCP members.

As per news reports, the bill empowers the Centre to make rules for Delhi government officers and employees, including their appointment transfer and terms.

According to The Hindu, the House also voted against the Opposition’s amendments and a proposal to refer it to a Rajya Sabha select committee. Deputy Chairman Harivansh, who presided over the voting, also ordered a probe into the accusations of a few MPs who claimed their names were included in the proposed select committee without their consent.

Union Minister Ami Shah speaking at Rajya Sabha said the aim of this bill is to provide corruption-free and pro-people governance in Delhi.

Furthermore, he alleged that the Delhi government removed the Vigilance Chief and asked representatives to report to the Minister in order to delete data relating to the liquor scam.

Delhi Services Bill:

The Bill is for the “maintenance of democratic and administrative balance in the governance” of the National Capital Territory of Delhi, according to the Centre.

According to TOI, the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 amends the  Government of National Capital Territory of Delhi  Act, 1991, which sets the powers and functions of the Lieutenant Governor (L-G) and the elected government of Delhi.
