Everything you need to know about Unlock 4.0

New guidelines for unlock 4.0 have been announced by The Ministry of Home Affairs (MHA) recently for the phased reopening of certain activities across the country. All these guidelines will come into effect from today.

Under Unlock 4.0 guidelines, Metro Rail services will resume while the ceiling of maximum persons for functions and congregations will be increased as well.

More importantly, all the states and Union Territories have been directed to strictly adhere to the guidelines issued by the MHA. If any state or UT plans to change the guidelines, they would have to consult with the MHA or concerned central department first.

Activities which are allowed: 

  • Metro Rail services will be permitted to operate from September 7 in a graded manner.
  • No restrictions on inter-state or intra-state movement of people and goods.
  • No e-pass/permit/special permission will be required for movement.
  • All kinds of functions (social, academic, sports, entertainment, cultural, religious, political) and congregations will be permitted with a maximum of 100 persons from September 21.
  • Open-air theatres will be allowed to reopen from September 21.
  • Up to 50 per cent teaching and non-teaching staff will be allowed to report to schools, outside containment zones, at a time for online teaching/tele-counselling and related work from September 21.
  • Only essential services will be permitted in containment zones.
  • Lockdown will continue to remain in effect in containment zones till September 30.

Activities that are not allowed :

  • Schools, colleges, education and coaching institutions across the country will remain closed for students until further guidelines.
  • Cinema halls, entertainment parks, theatres and swimming pools to remain closed.
  • International air travel, except as permitted by the MHA, will remain suspended.
  • Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.
